How Do You Disinfect Without Bleach?
You disinfect without bleach using a product that holds an eight-digit Health Canada DIN: hydrogen peroxide formulations, 60 to 90% alcohol, or registered citric, lactic or caprylic acid products, each left wet for the contact time on the label. Vinegar and baking soda are cleaners, not disinfectants. Most surfaces only need cleaning.
What actually counts as disinfecting in Canada?
Disinfecting is a legal category with a numeric test behind it, not a description of how clean something feels. In Canada, a product marketed as a disinfectant must carry an eight-digit Drug Identification Number (DIN) issued by Health Canada after pre-market assessment under the Food and Drugs Act (Health Canada). No DIN, no legal disinfectant claim, no matter what the front of the bottle promises.
The performance bars are specific:
- A product claiming both disinfectant and sanitizer use must show a 99.999% (5-log) reduction of specified bacteria in 30 seconds at 20°C.
- A food-contact sanitizer with no disinfectant claim must show a 99.9% (3-log) reduction within 5 minutes (NCCEH).
The other thing worth knowing is that Health Canada decides the category by claim and use, not chemistry. The regulator describes products used to clean, sanitize or disinfect surfaces as falling “under different regulatory frameworks based on their use or purpose, not solely on their chemical composition” (Hard Surface Disinfectants Monograph). That is why the same active ingredient can be a legal disinfectant in one bottle and a plain cleaner in another. Formulation, testing and a stated contact time are what separate them.
Three words worth keeping apart for the rest of this article. Cleaning physically removes soil and, with it, most microorganisms, using a surfactant plus scrubbing plus rinsing. Sanitizing reduces microorganisms to a level a standard calls safe. Disinfecting kills specified pathogens on hard, non-porous surfaces to a defined log reduction in a defined time.
Which bleach alternatives actually disinfect?
Four routes hold up. Everything else on the usual internet list does not.

The peroxide row is the most useful one for anyone trying to move away from bleach without giving up an actual disinfectant. Hydrogen peroxide is on the US EPA’s list of actives eligible for Design for the Environment certification, alongside citric acid, L-lactic acid, ethanol, isopropanol, peroxyacetic acid, sodium bisulfate and chitosan (US EPA). Worth noting for Canadian readers: a DfE logo has no legal force here. A disinfectant sold in Canada still needs its DIN.
The steam row deserves its own caveat. The Bagattini study’s most interesting finding was not the kill rate but the resilience: steam was unaffected by organic matter, while 5% sodium hypochlorite in the presence of albumin fell to a 4-log reduction for bacteria and a 2-log reduction for fungi (BMC Research Notes). Bleach is disabled by dirt. Heat is not. That is a real advantage even though a household mop cannot reproduce the study conditions.
Why is vinegar not on the list?
Because the numbers are not close. Two studies, read together, give the honest picture.
Rutala and colleagues tested home disinfectants and “natural products” against potential human pathogens. Vinegar eliminated fewer than 3 log10 of S. aureus and E. coli, and in some analyses only about 1 log10 at 30 seconds. Baking soda eliminated fewer than 3 log10 of all test pathogens. The registered disinfectants in the same experiment achieved 5.6 to 8.2 log10 reduction at both 30 seconds and 5 minutes (Rutala et al., 2000).
Vinegar is not inert, though, and the honest version of this is more interesting than the flat dismissal. Cortesia and colleagues found 6% acetic acid for 30 minutes reduced M. tuberculosis from around 10^8 to undetectable, and 10% for 30 minutes gave a 6-log reduction of more resistant mycobacteria, with activity retained under dirty conditions. That is genuinely useful in low-resource TB laboratories. It is not what happens on your counter. Household vinegar is 5%, and nobody keeps a surface visibly wet for half an hour.
Canada’s own public-health reviewers landed in the same place. The National Collaborating Centre for Environmental Health concluded that the appropriateness of alternatives such as vinegar, lemon juice and baking soda “appears to be limited for commercial disinfection or sanitization.”

When is disinfecting actually warranted?
Less often than the cleaning aisle implies. For most homes most of the time, cleaning is what is actually needed, and that is a defensible position rather than a convenient one.
Health Canada tells Canadians to clean small amounts of mould with dish soap and water and that “you don’t need to use bleach”, and that in most cases you “don’t need antibacterial or antimicrobial soap for safe, effective hand hygiene.” In hospitals, routine disinfection of non-critical environmental surfaces such as floors and bedside tables is genuinely controversial in the infection-control literature, because those surfaces have not been directly implicated in transmission of most pathogens. And in Rutala’s mopping study, a microfibre system with plain detergent matched the same system with a disinfectant, 95% microbial removal versus 95%.
Disinfect when there is a reason:
- Someone in the household is ill, or is immunocompromised.
- Surfaces that touched raw meat, poultry or fish.
- Bathroom surfaces after illness, particularly vomiting or diarrhoea.
- Diapering areas and change tables.
- Outbreak situations, including when public health says so.
Outside those, clean. A surfactant, a cloth, mechanical action and a rinse removes soil and the microorganisms living in it, which is the mechanism that does most of the work anyway.
How do you actually use a disinfectant properly?
Most disinfection failures are procedural, not chemical.
- Clean first, disinfect second. Organic soil inactivates most disinfectants, bleach worst of all. Wiping a greasy counter with a disinfectant wipe is mostly theatre.
- Read the contact time and respect it. A 5-log-in-30-seconds claim is a laboratory result at a stated temperature. If the label says the surface stays visibly wet for a stated time, that is the instruction, not a suggestion.
- Do not spray into the air. Apply the product to the cloth, then wipe. A trigger spray aerosolises product straight into your breathing zone, and spray format is exactly where the asthma research found the risk concentrated.
- Never mix products. Health Canada: “Never mix household chemical products together. Some mixtures, such as bleach and ammonia, can produce harmful gases.” Bleach plus acid gives chlorine gas. Bleach plus ammonia, including urine, gives chloramine gas.
- Disinfect surfaces, not rooms. Doorknobs, taps, light switches, toilet flush handles. Fogging a whole house is not a domestic hygiene strategy.
- Store peroxide in its original opaque bottle. It degrades in light, and it should not share a container with vinegar, which forms corrosive peracetic acid.
That is the whole method. Clean nearly everything, disinfect the short list, and use a product with a DIN when you do. How do I know a product legally disinfects in Canada?

Is 99% rubbing alcohol better than 70%?
No, 70% works better. Water is needed as a catalyst to denature cell proteins, and above about 91% the alcohol coagulates surface proteins into a shell that blocks penetration. It also evaporates in seconds, which is too fast for adequate contact time. CDC recommends 60 to 90%.
Does a steam mop disinfect my floors?
Not in the regulatory sense. Laboratory steam at 180°C needed 5 minutes of contact for bacteria and 7 for fungi. A consumer steam mop passing over a floor delivers seconds, and no consumer steam mop holds a Canadian hard-surface disinfectant DIN. Steam is an excellent cleaning method with an honest label.
